Job Statement:
The Construction Manager will protect, preserve and improve the buildings in Champlain Housing Trust’s portfolio by coordinating and overseeing all capital projects assigned by the Associate Director and in consultation with the Real Estate Asset Manager, in compliance with all applicable rules, regulations, and policies. This individual will apply strong leadership, a proactive approach, and thorough communication in all aspects of their work, creating a collaborative culture within the Project Management team and all CHT departments with whom they interact.
Essential Job Responsibilities:
Staff Supervision:
Provide positive supervision and oversight of assigned Project Management staff, providing clear expectations, ongoing direction, support and feedback to ensure compliance with all applicable regulations and policies, and optimal performance of assigned projects.
Establish and enforce effective policies and procedures to ensure compliance with all applicable internal and external requirements.
Complete performance reviews for all assigned staff in a timely and professional manner, setting individual goals for improvement and development.
Coordinate staff scheduling to ensure proper coverage of daily activities, review and process timesheets and time off requests according to CHT policies and procedures.
Communicate performance deficiencies to the Director and/or the Human Resources department in a timely manner.
Capital Projects
Participate in the inspection of properties and development of capital improvement plans in coordination with the Associate Director, Real Estate Asset Manager and other CHT staff or consultants as appropriate.
Develop project specifications, Requests for Proposals, and solicit bids from contractors in adherence with CHT procurement policy, property-specific restrictions, building codes, and other applicable regulations.
Act as “Clerk of the Works” for capital projects; supervise contract work on capital projects to assure quality control, timely completion, insurance requirement and regulatory compliance; and supervise any non-planned capital work on properties
Process and track progress payments in a timely and accurate manner in adherence with all applicable internal and external rules and regulations.
Communicate with all stakeholders in a proactive, clear and ongoing manner obtaining input to anticipate, identify and address potential conflicts proactively mitigating project risks to the greatest extent possible
Develop and maintain relationships with key contractors in the following areas: HVAC, Elevator, emergency mitigation/restoration, roofing and general construction.
Ensure that all contractors provide current proof of insurance (i.e. liability, worker’s compensation, etc.) and work permits
Monitor contractor worksites for safety, adhering to OSHA and insurance liability requirements.
Development
Provide technical assistance to Development Department during project design and development, bidding and construction.
Act as a liaison between maintenance and development departments, presenting maintenance concerns during the project development phase;
Facilitate the transition of projects from development to asset management, maintenance and property management
Oversee the warrantee period on new projects and rehabilitated properties.

Job Qualifications:
A minimum of 10 years experience working in housing programs, construction, building trades, business or program management or a related field is required. Education in a related field may be considered in lieu of some of the experience requirement.
Management, team leadership or coaching experience is strongly preferred.
Strong working knowledge of building systems, energy efficiency principles, building codes, and construction best practices are required and experience with multifamily housing programs are strongly preferred.
Must have a positive attitude, strong work ethic, and commitment to equity, inclusion and CHT’s membership based model of community controlled and permanently affordable housing.
Excellent active listening, written and verbal communication skills are essential including an ability to communicate complex information clearly to a diverse audience.
Must be able to read and understand architectural and engineering drawings.
Strong interpersonal, de-escalation, mediation and negotiation skills are required.
Must have the ability to remain calm and exhibit good judgment, problem solving effectively in high pressure situations.
Must be detail oriented and possess a curious, learning mindset.
Must be able to handle confidential and/or sensitive information with tact and discretion.
Must demonstrate impeccable organizational skills and proven strategies to manage a high volume and variety of work and projects effectively.
Must possess strong technology skills including intermediate level skills with Microsoft 365 suite including SharePoint, Outlook, Word, and Excel. Experience using Access and/or business intelligence or project management systems is a strong plus.
Must be self-motivated and capable of motivating a team consistently and particularly while under tight deadlines or high pressure situations or conditions.
Must demonstrate the ability to manage performance of direct-reports in a positive manner to promote growth, efficiency and a collaborative environment.
